The Browns have been a disaster this season, up until Deshaun Watson was replaced. In the Post-Watson ERA, Tillman is averaging over 10 targets a game with 90 Yards and 1 TD (2 TDs in his last game). Those averages would put him right there as a WR1, Tyreek Hill owners wish they would get that type of production from their WR.
Of course the Waiver Wire sites have decided to make Tillman their sweetheart that everyone must-add. Jameis Winston is looking good as the Browns QB, and the Browns offense is definitely stronger with him at QB. With that being said, if you are looking up and down your Fantasy Roster in a 12 team league, and you decide that you need to start Cedric Tillman at WR or Flex, then chances are your team is very bad.
The production has been nice for Tillman, but the chances of him keeping this up is very minimal. It is hard to argue he is the #1 WR on the team, and there will be games where he plays like the #3 WR as far as targets are concerned. Tillman is not a bad player, this is just not a dream scenario where you can see Tillman as a WR2 in Fantasy Football, yet alone a WR3 on your roster. Browns passing offense has been very spread out, and as far as talent goes Tillman may be the least talented of the bunch (Jeudy/Moore/Tillman).
Bottom line, you should not be depending on Cedric Tillman to win you games in Fantasy Football. He could fall off the face of the Fantasy Football earth next week, and everybody will waive him as fast as they picked him up.
